1. Add ground beef to a large pan over medium-high heat. Use the end of a wooden spoon to break up the ground beef into smaller pieces. Continue to cook until beef is browned and no longer pink. Drain the fat from the pan.
2. Season the beef with chili powder, paprika, cumin, cayenne, oregano, salt, pepper, and water. Cook and stir until the water evaporates. Remove from heat and set aside.
3. In a small bowl prepare the dressing by adding the oil, vinegar, Worcestershire, ketchup, soy sauce, paprika, onion powder, garlic powder, salt and pepper to a small bowl. Whisk until smooth and well blended.
